The WETA Transition Plan moves the ferry organisation from a planning agency to a regional transit operating entity. Arup developed its multi-phase strategy.
Arup assisted WETA assume management responsibilities for the existing ferry services. Concurrently, WETA also assumed assets of city-sponsored services – vessels, parts, engines, various inventory, and docks and floats. WETA works with Bay Area cities to maintain their interest and participation in these services.
Arup also helped WETA advertise and award a new operating contract for all East Bay and Solano ferry services. The new ferry operator operates under a contract that WETA staff researched, wrote and awarded.
Finally, WETA will consider expanding its service brand geographically. Locations to be added include South San Francisco and Berkeley, as well as the key development points of Treasure Island, Hunters Point and along the Oakland Estuary.
Throughout the five-year transition period, WETA will be designing new terminals for future use, locating and building maintenance sites, and purchasing an entirely new fleet of modern vessels.
